Public Announcement: Highly Capable Student Identification


It is time to begin this school year’s process for identifying students who may qualify for highly capable services and benefit from specialized instruction. 


Please refer to the packet, “2018-19 Highly Capable Referral Packet” located on the Port Angeles School District’s webpage, Departments – Special Services - Highly Capable Programs - Forms.  This packet will provide descriptions of the most highly capable student, as provided by the State of Washington’s Office of Superintendent of Public Instruction (OSPI), as well as the process and criteria for identification, the district’s timeline during the school year, and the continuum of services that are offered to identified students.


Students may be nominated by a teacher, parent, guardian, community member, school staff member, or they may self-nominate.


A signed “referral” form  is needed to assess your student – these are available from a variety of sources from October 31 – December 14, 2018:

  1. your school secretary/teachers and
  2. the school district’s webpage: http://www.portangelesschools.org/cms/One.aspx?portalId=142102&pageId=1097632 

DEADLINE for all referrals will be at the end of the school day (3:00 pm) on:

Friday, December 14, 2018.



All referrals must be returned to the building secretary or the Hi-Cap Coordinator of the Port Angeles School

District (see below).  Please DO NOT return the forms through the student’s weekly folder, backpack, etc. as this is a prime opportunity for items to be misplaced – we cannot be held responsible for lost or missing forms. 


Both parents and educators know that all children have special talents.  In order to insure that we are identifying children who may need and benefit from special services, please recognize that there may be differences between a bright, intelligent, hard-working student (who is being challenged effectively within his/her learning environment) or a highly capable (gifted) child who would benefit from something beyond the level of their learning environment.
