PROPOSAL: Demolition and Abatement of Monroe Elementary School
The project entails demolition of the Port Angeles School District’s Monroe Elementary School. The school is composed of one permanent structure totaling 48,685 sq. ft and a detached portable unit totaling 1,900 sq. ft. The permanent structure is scheduled for demolition during this project. The school was built in the 1950’s and has sat vacant for a number of years. The building is brick with concrete foundations. Demolition will include removal of the entire building, including the foundations and some associated utility and drainage infrastructure. Asphalt and concrete sidewalks and stairs in the vicinity of the buildings will also be removed. Following demolition, the disturbed area will be graded and seeded to grass. The school is   situated spanning the boundary of two parcels totaling 22.65 acres. The project area totals approximately 3.0 acres which includes the buildings, access drives, parking areas and staging areas. No critical areas are present on the site.

As the lead Agency for this proposal, the Port Angeles School District # 121 (district) has issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 192-11 WAC). The district has determined that the proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c).

This decision was made after review of a completed Environmental Checklist and other information on file with the lead agency. This information is available to the public on request or may be viewed at the school district offices at 216 East Fourth St, Port Angeles, WA during normal working hours.
This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below.

COMMENT PERIOD:
Persons wishing to comment on the application(s) and/or the SEPA DNS must submit written comments within fourteen (14) days of the date of this notice, by 5:00 p.m. on May 5th, 2017 to the Port Angeles School District # 121, Nolan Duce, Director of Maintenance and Facilities, 216 East Fourth St, Port Angeles, WA 98362.
